Our verdict

  • This is a pledge to keep the UK out of the European single market, which guarantees free movement of goods, services, capital and labour between EU member states, as well as five non-EU countries, currently including the UK.
  • The Withdrawal Agreement negotiated with the EU requires the UK to leave the single market after the transition period (on 31 December 2020 at 11pm), and the government has legislated to implement that agreement.
  • Passing a law to enforce the implementation of the Withdrawal Agreement demonstrates a commitment to fulfilling this policy, but until it has actually left the single market this promise to “keep the UK out” can only be ‘not started’.
