Our verdict

  • This is a promise to make new laws on environmental protection in parallel with the Brexit transition period, which ended on 31 December 2020.
  • The Environment Bill was reintroduced to Parliament in January 2020 but is still making its way through Parliament. Meanwhile, the government did legislate, on the final day of the transition period, to implement the UK-EU Trade and Cooperation Agreement which commits the UK to certain standards regarding environmental protection.
  • The UK-EU agreement has been described by green groups as a “thin” deal and there is certainly room for debate about whether it constitutes progress in this area, but it does tie the UK to EU environmental standards, which are among the highest in the world, and legislation to implement the deal was passed before the end of the transition period so this policy is ‘done’.
